Percentage of Income Payment Plan Plus (PIPP Plus)

Percentage of Income Payment Plan Plus (PIPP Plus) is an Ohio payment plan for income-eligible utility customers. PIPP Plus customers pay a percentage of their income regardless of their monthly usage. This program is intended to make monthly payments more affordable on a year-round basis. If customers pay the monthly PIPP Plus payment on time and in full, some of their old debt and the remainder of that month’s bill will be forgiven.

To be eligible for the PIPP Plus program, a customer must receive his or her primary or secondary heat source from a company regulated by the Public Utilities Commission of Ohio (PUCO), must have a total household income that is at or below 150% of the federal poverty level, and must apply for all energy assistance programs for which he or she is eligible.

To sign up for the new PIPP Plus program, customers must contact their local Community Action Agency. Customers may also enroll in PIPP Plus by completing the Home Energy Assistance Program application and mailing it to the Ohio Development Services Agency. Customers will be required to provide proof of their gross monthly income for at least the last three months. PIPP Plus Re-verification Requirements

The Office of Community Services (OCS) is responsible for re-verifying the income of Percentage of Income Payment Plan Plus clients. All PIPP Plus customers must re-verify their income annually. Re-verification may be done by requesting an application by mail or by making an appointment with the customer’s local Community Action Agency. Graduate PIPP Plus

PIPP Plus customers who are no longer income eligible for PIPP Plus or choose to leave PIPP Plus but still owe a balance on their utility bill and are in good standing with their current bill may enroll in Graduate PIPP Plus through their Community Action Agency. Customers will pay the average of the PIPP Plus installment and the budget billing amount. For every full, on-time payment the customer makes, some of their old debt and the remainder of that month’s bill will be forgiven. Customers have 12 months on Graduate PIPP Plus to retire their arrearage.

Post PIPP Plus

PIPP Plus customers who are no longer customers of the utility but still have a balance with the utility will be offered the opportunity to enroll in Post PIPP Plus. Customers will have 12 months to earn arrearage credits by making payments to their former utility. For every payment of 1/60 of the arrearage, the customer earns a credit equal to 1/12 of the arrearage.
