Postponing the filings will provide the sponsors time to review the effects of regulatory initiatives that are beginning now and due for completion later this year.  The postponement will also allow additional time for the sponsors to receive and consider input from stakeholders and regulators.  The companies will then determine the appropriate time to file new applications with the state commissions.
