CHARLOTTE, N.C., Oct. 28, 1997 -- Duke Energy Carp. (NYSE: DUK) today announced that Richard W. (Dick) Blackburn has been named executive vice president and general counsel of the company.

Blackburn will be responsible for Duke Energy’s legal, internal audit and government affairs groups. He will be a member of Duke’s eight-person Policy Committee -- the company’s chief strategic and policy-setting group. Blackburn will join Duke Energy in November.

Most recently, Blackburn was President and Group Executive of NYNEX Worldwide Communications and Media Group. NYNEX has since merged and is known as Bell Atlantic. At NYNEX, Blackburn directed the company’s interests in various areas, including: long distance, video, cellular and wireless communications. He was also chairman of NYNEX CableComms -- a $2 billion publicly traded video and telephone company in the United Kingdom.

"Dick’s experience in the telecommunications industry, both as a senior legal officer and as a business unit leader, will be a great asset to Duke Energy as our industry tackles the challenges and opportunities of the competitive marketplace," said Richard Priory, chairman and chief executive officer of Duke Energy.

A native of Michigan, Blackburn earned his undergraduate degree from Michigan State University in 1964, and his law degree from George Washington Law School in Washington, D.C., in 1967.

After several legal stints in the telecommunications industry, Blackburn joined New England Telephone in 1976 -- rising to vice president and general counsel. In 1991, he joined NYNEX.

Blackburn and his wife, Dede, currently reside in New Canaan, Conn. They have three grown children.
