CW DMAG Update - October 1, 2006 Low Inflow Protocol (LIP) Drought Indicators

The following are the Low Inflow Protocol (LIP) drought indicators as of the end of October 1, 2006:

Storage Indicator (SI):       
Storage Index=                 72.63%
Target Storage Index=       75%
Ratio=                             96.84% (Supports Stage 0)

Streamflow Indicator (six-month average versus historical six-month average):

Ratio=                                 77.12% (Supports Stage 1)

US Drought Monitor (three-month average):
Three-month Numeric Average= 0.00 (Supports Stage 0)

Since the C-W Basin was in a Stage 1 at the end of August, 2006, and all indicators have to recover to move back up to the lower Stage, the C-W Basin is still in a Stage 1. The storage indicator is reflective of steady pond levels week to week, but at reduced hydropower generation. The streamflow indicator is more reflective of a drier six-month historical streamflow baseline than increased inflow. The Drought Monitor September 26, 2006 reading is showing normal conditions (assigned a negative 1 value in our LIP system) and the three-month rolling average continues to reflect the lessening of the drought for the basin.
